This would put pressure on Rossi to attempt the challenge and at the same time let all of his "friends" see if he is the real deal. I don't think there is any way he would be able to turn down this offer without really looking like a fool in front of all of the people he tries to help with the charity.
This is an absolutely great idea. It plays to his ego and he can't help himself.
Instead of the 2nd offer, maybe make it a sliding scale. If he misses, start the clock at $60,000. For each 30 seconds he misses 3:11:45 by, take away another $1,000. A 3:41:45 gets him zero.
