Between NATing and typical changing IP addresses, that's a non-starter.
Option 1:
Send the guy an email with a valid, unique URL to click on. The http server log will verify it. But, it has to be unique for just this purpose.
Option 2:
Send an HTML email with images hosted at a unique URL. The email client downloads the images and the http server verifies it. Again, it has to be unique URL just for this purpose.
Most of you knuckleheads blindly download everything in html email messages so option #2 is the most likely way forward.
And if you send email via a web interface instead of a client program, which is how most people do email these days, the IP address of the message is the IP address of the server that sent the email, not yours. So if you send an email from a gmail account it'll have the IP address of one of Google's servers not your computer or phone or whatever.
