I've said it before, but the longer McKeever goes without DQing Rossi, the more I suspect that she accepted a bribe to keep him in the results. Running Boston seems like the most important "accomplishment" of Rossi's life and he would no doubt go to great lengths to prevent a DQ.
When the initial decision not to DQ him came out, I just assumed that the marathon didn't care about whether some guy who didn't win an award cheated and didn't bother to spend any time looking at the photos. Since that time, however, the running community has bombarded their Facebook page with evidence and frustration over the non-DQ. The photographic evidence and statistics were put into easily understandable video format that even an incompetent race director would be able to understand. There is also the threat that, without a DQ, runners will make a media spectacle of the 2015 race, by cutting the course and seeking out the media. Based on the evidence provided and on the negative publicity that the race is receiving and which will be ratcheted up in a huge way for this year's race, Rossi should have been DQ'd long ago.
Now... if Barb McKeever and/or the race committee accepted a bribe, they really can't reverse their decision because Rossi owns them. If they DQ him, he will go public about the race's leadership being corrupt and accepting bribes.
This really seems like the most plausible explanation to me, but Barb McKeever and the race committee can certainly prove skeptics wrong by (finally) doing the right thing and DQing Rossi.
