This is good news for sure. But I don’t think he’s doing it for the right reasons. Runners, Isaiah Kiplagat does not care about doping! He cares about maintaining control of AK and possible ascendency at IAAF. He uses doping to threaten Kenyan athletes who challenge him in any way.
Take for example former record holder Wilson Kipsang. He is the president of the Professional Athletes Association of Kenya.. As a voice for Kenyan athletes has been battling with AK over several cases of unfairness and corruption. So what does Isaiah Kiplagat do in return? He uses the perceived doping scandal to try to shut him up. How? He smears Kipsang's name to make him sound like a doper by announcing a missed doping test.

More recently, Kiplagat unfairly suspended Kipsang's agent (http://www.bbc.com/news/world-africa-32301680) on grounds of doping with absolutely no evidence whatsoever.
If he really cared about doping and Kenyan Athletics for that matter, he would be looking for ways to get state of the art testing centers to major training grounds in Iten, Kapsabet, Nyahururu etc. This sounds more like a way to put himself in an even higher position for intimidation.
