This is not legal. Sweden is a member of the EU and it's strictly forbidden to discriminate against other citizens of the EU. Every runner from an EU country should be able to receive prize money. But Sweden is of course free to discriminate against non-EU members.
I think the Netherlands did something similar a couple of years ago. But they only restricted prize money to EU citizens.
