I ran the 400 in my first year of college and am moving up to the 800 next year. How much should I be running in the off season.

One hundred (slow) miles per week.

More than you have done in the past. During your base period, if you intend to have one, begin with a modest weekly goal--say, run 20 miles the 1st week (or 160 minutes, for example, at 8 minutes per mile)--then, when the week is over, re-evaluate, and if you feel OK, shoot for, say, 25 miles/200 minutes the 2nd week...And so on.
Aside from that, there is no simple answer. Also, it may be unwise to label yourself as a "speed-based" 800 runner if you're new to the event and to distance training (or the sport). Unless you have absolutely exceptional 100-400 PRs, you may discover that you have misjudged your relative abilities. Steve Ovett, for example, began his career as a successful teenage 400 runner and only began training for the 800/1500 when he was late for a training session and the young sprinters training group had left and the only one left on the track was for young middle-distance runners...
It's more important to modify your workouts than your overall volume. Longer reps, more of them, less recovery. Get your aerobic system involved.

Well said. Likewise Fernando Mamede started out as 400 m runner and ended up holding the WR in the 10000m.
RIP: D3 All-American Frank Csorba - who ran 13:56 in March - dead
Great interview with Steve Cram - says Jakob has no chance of WRs this year
