It's been a few years since I've gone to The Penn Relays to watch the distance races on Thursday night, but I remember not having to shell out the $18 for admission after the relays had concluded for that day.

Yes, although there is not an exact time. You may have to "educate" the security. Best bet is to hit an entrance that is not one of the main gates and just ask the security personnel there. One year, they wouldn't let me in when it was almost time for the distance races to start. I explained that the relays are free on Thursday night but they said it wasn't time yet. I just stood off to the side and after 2 minutes, they just told me to enter.

I don't think Penn and their $9.6 billion endowment will be taking too much of a hit.
I believe it's officially 7:30. 2 years ago we got in for free around 6:45
