He could have easily mixed up the year, I often do that when referring to old road races. It doesn't seem likely though.

I didn't hear the exact quote, but there are some people who have a hard time expressing numbers, and they say sub-3 for anything that starts with a 3, because it below the top of the 3's. I've heard people say things like this for all sorts of distances.

I heard him say it this morning. It was just as the OP indicated - "My wife ran the Boston Marathon in 2008. She was under 3 hours". I thought to myself, damn! He was born in '52, so he's at least 52 y/o. I'm skeptical, but maybe so. I am no fan of his - like too many SC personalities, he thinks it's all about him and how cute and clever he is. I find it nauseating for the most part.
