The OP states that Bolt has "substantially underachieved"........ think about that. He has won every single title that he has attempted, since 2008. That, is not "underachieving".

It should go without saying that underachievement means in relation to an individual's own potential, not the competition. Bolt should have run sub-9.7 many more times, but was nowhere near his best for most of his career.

Oh really. Maybe he and his coach are aiming for career longevity. Everyone who has run sub 9.7 has broken down not long after, save for Bolt. He does what he needs to, to qualify and saves the blitz for Championship finals. Asafa Powell has the most sub 10s of any 100m runner but no individual championship title. I'm sure Powell would trade some of those sub 10s for a global championship gold medal. I think Bolt is playing it smart which is why he has been the most dominant sprinter of all time.

The only reason Bolt is the most dominant sprinter of all time is that he is genetically superior to his competitors. He has NOT enjoyed longevity, has been in decline pretty much since 2009.
