Personally, een if I was a doper, I'd never refuse a test. The tests rarely catch you and you still have a chance to get off on a technicality.

Because, you don't get banned for missing one test. You don;t get a ban until you miss THREE tests over 18 months. And many PEDs like SARMs, newer forms of EPO, HGH, and I believe microdosing testosterone are not detectable after 1-2 after taking them. So, if you are taking one of these things with short half lives, you get two free shots to cheat and get away with it: By the time they come back for the next test, they won't be able to detect it.
Also, I believe that the penalty for steroid is greater than that for missing a test now, and I believe the hit to your reputation is also less. So, if you know you're guilty, game theory says you would take the lesser penalty.

Timing there is a time period - peak level- during which they know they will be busted or they panick & get on the bike

It looks like you don't know much about track and field. Missing a test means you aren't where you say you are during your daily schedule you turn in and you can't get there within an hour. Sometimes things come up and you forget to update your whereabouts schedule and then when the testers show up, you aren't there. You can do this twice in 18 months.The south African was there but flat out refused the test. Big difference.
