I hear the term sometimes but can't seem to figure out exactly what it means. For example, what time would a locally competitive runner get in a 5K or 10K? Do high school and college runners count?

Tried it. Seems extremely generous. I'm 47 years old and it said I was somewhere between national class and world class for my age group. I don't think that I am anywhere near that level. Like I said, calculator seems extremely generous.

anything under 25 minutes for the 5k.
actually.Depends on the type of local race. Most local 5k's are won at
17-19 minute range. competitive or large local 5k's are won at 15-16 minute
range.A charity or smaller local 5k's are won at 20-22 minute range.

Depends a lot on what "local" means. I haven't seen a guy win a small 5K here in 17+ minutes like ever.

If you can run an age-graced time between 80-90%, you are one of the big boys "locally".
A 47 yo running 17:00=84.7%, which would be equilvilent to 15:14 for a guy under 30yo. And you ought to know that 15:14 does serious damage at your typical 5k race.
Even the 17:00 for the old guy will be in the top 5 % for nearly any race.
