It's not beneficial to be slow
pac has been doping for years man, it's a well known fact, no shock he can run up a hill. Boxers aren't tested like runners, and if they do come up dirty it's extremely "hush hush" as they don't want the sport to look bad.
Is this the same course where Sara Baxter destroyed a couple years ago.

Obviously light years from elite, but he did seem to be moving pretty well. And he broke away from the pack of hanger ons by the end haha.
But as far as doping, Manny Pacquiao started his career fighting at 98 pounds. Literally 98 pounds. At 145 pounds, he's just as fast and 10x more explosive. So you do the math there.
(Interestingly, I don't think Mayweather is a doper. He seems like the rare genetic freak who doesn't have to)

Sure he is. That's why he didn't want purse slashing done if a positive test was returned.
If there is money to be made by doping in a sport, there is doping in that sport. The only relationship I can discern in how vigorously athletes use drugs is how effective they are in improving their performance in their sport and how much they can make by improving their performance. Testing seems practically irrelevant. Although, a lot of "masters" athletes are loaded up on testosterone and other drugs just for the fun of it.
Pacquiao did start his career at about 100 lbs...at the age of 16.
Mayweather fought at the same weight at the same age, just as an amateur.
For what it's worth if the weight gain argument is proof of doping they both must be guilty.
plenty of boxers have fought across a number of divisions it's a stretch to say that's proof of doping
