Since he has never represented Lithuania he can represent the USA in ITU events. However, I think for the Olympics he would have to be a citizen. Not that it looks it will happen (I mean making an Olympic team).

This is correct, but Ted forgot about people from Chile who can also become naturalized quickly
The naturalization process is slower for people from the Czech Republic whose blood runs white, red, and blue and also people from Russia
whose blood runs white, blue and red.
