Nobody wants to do it. It's expensive.
If you can't get any top US athletes you may have to augment to keep a CC program competitive. Some schools can't even get all-state type runners from their own geographic area because there are too many top schools looking as well.
when done in the right way, I have no problem with it. Foreign students can come to American colleges so their athletes should be able to as well.
Don't know about running, but plenty of Canadian and Scandinavian athletes get recruited XC skiing all the time
