Harry would look better than most while running on the soccer pitch. Then Snape would see him from afar doing some 200s on his high school's track in around 30s for soccer conditioning. Snape would coach him through his first four years at Hogwarts behind Dumbledore's back, in secret, even Harry wouldn't know it. Then with Snape's unseen help, Harry would become an international star. Running well under 13:00 for 5k, under 27:00 for 10k, and ultimately he would come down to the mile one indoor season and run 3:50.9 or so. Roughly speaking, his mile ceiling is probably around 3:49.9x, and his 1500 is about 3:33 or so, he just won't have the speed to really roll that last 150 like the true milers can. He will eventually make his way to the top of Magic Land distance running before being plagued with injury from working out too hard and missing the 2015 indoor season.
Other bests would be the classic hard workers - the Weasley's for example. Would probably be blue collar but smart enough to get into Gryffindor, where they would excel under Professor Lupin, even though he only showed up for a few years after leaving Virginia. One Weasley, a tallish one with curlier hair would stand out as a distance stud from his very 1st year, probably finishing in the top 10 at NCAAs XC as a freshman. He would never win a title at Hogwarts, but he would rock the world with good looks and a beautiful lanky stride. He would run a Magic Schools Athletic Association British record in the 10k, and have a very good indoor championship meet during his senior year, only just being beaten by some foreigner, like Viktor Krum who came in at a convenient time to thwart his reign as the best American, blue collar distance runner at school.

Don't pigeonhole Daniel Radcliffe like that. He is an amazing actor and is capable of playing a much wider variety of characters than just "Harry Potter." Grow up. The guy has more talent in his little finger than you have in your entire body.
Also, Seb Coe's mile PR is 3:47.33. But that is extraneous info, as we are discussing what a fictional character, in this case the wizard Harry Potter, could run for a mile.
My best prediction would be that Harry could run about 4:16/4:17 for a mile, if he trained for it, as a 15/16 year old in his 4th year at Hogwarts. The kid is obviously gifted and driven, and ballsy. He is a great Seeker, so that shows that he truly has some remarkable athleticism. If he focused on running, he would excel, just as he did in every other area of his life. Plus he is kind of pompous and arrogant and selfish, which is the perfect mentality for a runner.
A 4:16 mile ain't gonna be winnin' Harry-Daniel no golden medal in the olympics in the Seb Coe flick. That is an olympic fact, jack.
So, the real question is, would take a tumble in the high jump pit with Hermione Granger. Not the smart aleck know it all in the first couple movies, but the waifish coming of age vixen in the 4th and 5th movies.
