What you are missing is overzealous assault by an "observer" not a race official. Stopping someone is one thing. Attacking someone with the intent to inflict significant bodily harm is another matter entirely.

They could have taken his money and dealt with the paperwork afterwards. The delay seems to have been created by his prior club dragging things along.
