Um...no. All that means is that you were the 4th best on your team. SOME teams suck. I've seen HS boy 4x800 relay teams that couldn't break 12 minutes. Assuming all equal in talent there, none of them were "pretty good" high school runners.
What would be the threshold metric for the phrase pretty good HS runner?
There's only 5 boys on my indoor team that can run the 800. I'm #5 at 2:25 and I run 4x800

Sub-1:51: elite
1:51-1:53: sub-elite
1:53-1:56: very good
1:56-2:00: quite good
2:00-2:05: good
2:05-2:10: fair
