I hear that most top placing progams in XC and 5k, those girls are around 50-60 miles a week, is this true?

In an interview Disanza mentioned running 90 miles/week during the summer (for the entire summer). From how she described - with many fewer hills and at a higher pace - it would seem that there was a fair bit of quality miles in there, not just long extended distance. Of this, this is someone that has now gotten second at NCAA XC and then the American College Record for the indoor 5000 (and the American Junior Record as well).
Still, I would guess that there are a number of women that are running more than 50-60, and those top runners that are will probably be doing a fairly high quality mix.
I would say most are in the 65-75 range but I would extend that to 55-85. Anywhere in there you will find the vast majority of D1 programs.
don't know about D1, but from my limited experience with D2, mileage & training can be a total joke... My daughter's mileage was in the 20s last half of XC - and her coach is described by some as brilliant..
I've been shocked at how poor the expertise & knowledge level is of D2 coaches overall - and by how lazy many of them seem to be.
A really solid D2 coach could kick some serious ass. I guess that explains Vigil @ Adams State
The most important word in your post is around.
55 miles X 52 weeks is 2820 miles per year.
Lets say they take 4 weeks completely off at the ends of seasons, sickness, injury...
At the start of 4 seasons they might have a couple easy week of say 40 miles.
At the ends of 3 seasons they might have a couple weeks at say 45 miles.
So for 18 weeks of the year, they do not run their average of 55 mpw.
That means they run more like 66 mpw for the other 34 weeks. Likely about half of those weeks are more, say 70-75 and half are less say 55-60.

It's all about the politics baby. Coaching knowledge doesn't mean much when it comes to getting a coaching job.
