No. It would be more like 6:20. A mile is 1609 meters. At that pace, 109 extra meters takes around 20+ seconds.

Look, if she turns 9 this year (which I'm assuming as it's only mid-Feb) she would be over a minute behind the fast girls in her USATF age group, or in other words, she would lose a 1500m race by like 300m. If she already turned 8 in 2015, she'd only be about 40 seconds behind the fast girls in her age group, or in other words she'd lose a 1500 by about a half of lap.
I guess I'm saying it's not elite, pretty average for someone that runs a lot or plays lots of soccer.

Youth track is NOT like HS which has a full bell curve of times.
At 8 or 9 there are on the order of 200 kids across the country that train. Of course there are 1000s that run with their dads here and there but that isn't the same. Those that do train, run the USATF age group meets, those that don't, even if they play soccer run 8:00.
Our city of 60k, with an active XC and track program that starts at 6, has no 8 or 9 year old girls that can run 6:38. In our neighborhood, we had a girl, who had some amount of talent, train last year. She had run 25:00 for 5k when she started. She broke 3 for the 800 but just missed breaking 7 for 1600.
6:38 is not average but it does not indicate much either. For example, after training and not breaking 7, our neighbor did not run XC in the fall. Her dad said she felt that the training did not pay off enough and she would rather have fun playing soccer.
My 10 year old soccer playing girl on no training runs just around 7:00 and only one boy in her school beats her. And her sister was similar a couple years back.
So, 6;38 is not average. Pretty impressive if she is of average height and development.
I wouldn't start training though. God that would be awful. Keep playing soccer and enter occasional short races; less than a mile - for fun.

My son is in youth XC and did youth track last spring. This would be a decent time for an 8 year old, but nothing spectacular. I saw girls under 6 for the 1500.
Furthermore, it's kind of pointless to celebrate times at that age. There's so much that can happen between age 8 and high school.
At last year's USATF JO Championships there were ~10 8-and-under girls that ran the equivalent of 6:38 in the 1500.
Its therefore petty good.
I do agree its not meaningful long term necessarily *but* any girl that runs 6:38 at that age is statistically more likely to be a fast high school athlete that girls that do not run 6:38 as 8 year olds.
My daughter ran 6:08 when she was 8. She is 13 now and only runs 5:45. Fast when you’re light and young doesn’t convert to fast when you’re older and heavier. She is still pretty fast just not crazy fast anymore. You can never tell with girls. Complete body changes coming.
