I know a freshman boy who I believe just ran a "great" time for a freshman for the 3200. What time would you say is the slowest that would be considered "great" for a freshman boy? He is only 14 if that matters.

9:40 would be on the slow end of "great" Top tier freshman run in the 9:30s
Senior year they run in the 8:50s
It varies a lot depending on mileage but with the typical 35 mpw freshman 10:20 is "great".
It will vary on MPW. The top freshmen in my program run 55 MPW and I would consider breaking 10 minutes great for a freshman.
sub 10:00 is great for a frosh during the indoor season. Outdoors: sub 9:50
I would've said sub 10:20... Sub 10 would be phenomenal. I would consider a sub 5 for a freshman good, but running sub 5 twice in a row is seriously impressive.
"great" implies greatness. under 10:20 is very very good for a frosh. running 10:18 as a frosh is a strong start to a career.
It also largely depends on development. some frosh guys are big and almost fully grown whereas others haven't even started growing much yet. so there I would say that under 10 is great for a frosh but all progression is not created equal.
I would say the low end of a great 3200 for a freshman would be 9:40; that turns heads. I would be impressed with sub-10 but don't see that a conversation starter.

Without looking at any other responses, the SLOWEST I would call great is 9:50. That would be "great" - as in "state champ / DI athlete potential."
However I've had outstanding athletes who've only ran 10:40 or even slower as a freshman.
Is this an 18 year old freshman like LV?
A 22 year old freshman like Ches?
Or a 14 year old freshman like Ryun and other non-age cheaters?
As several have said I think sub 9:40 is lower end of great sub 9:30 is great. Sub 10:20 is very good but not great

That's absurd to say great for a freshman is sub 9:30.
Beyond showing that a kid has some talent, why does it matter what you run as a freshman? Is your goal to run the fastest freshman time in history or to set yourself up for a long and successfull HS and college career?
Here are 3 examples of 3 HS kids that ran quite different freshman times and look at what happened in in the ensuing years. Eli Krahn broke 9:00 as a freshman and hasn't done it since. Thomas Pollard ran 9:50 as a freshman and ran 8:50 as a Junior. Chandler Austin ran ran 9:44 as a freshman and 8:51 as a senior. While all 3 of these guys are HS studs, the kid with the fastest freshman 3200 will graduate with the slowest PR and the kid with the slowest freshman time will graduate with the fastest HS PR.
As I posted in a similar thread, it's a bad idea to chase times at age 14. Take the long view on this. Enjoy the reward of improving each year but take the long view and do the training that will set up young runners for a long and successful career.
Eli Krahn is only a junior. He was hurt all of last year and still won state. It's ridiculous to write him off. He'll likely break 8:50 if he can stay healthy.

I'm not writing him off at all. He was a state champ as a soph and the fastest freshman miler in history. I admire what he accomplished at a very young age and I would love to see him run fast times. My point is this --I think it's a bad idea to chase freshman times and try to predict greatness off of those times. To your point, injuries and other factors will come into play.
Hopefully both Krahn and Pollard will run faster than they have to date in HS, but unless Krahn runs a crazy fast time, let's say 8:30 while Pollard doesn't improve from 8:50, my example isn't ridiculous.
By now I'm dying to know....
