How fast are you? sub 1:52 800? Then maybe that would open up another school or 2

Ok...so far, only "Call State Fullerton" is a good answer, and even there the OP would be on the low side of the middle 50% (25-75). Call State Fullerton has an 18 or 19 as the low and 24 or 25 as the high in the 25-75 range. Rest assured that those below the 25% level typically have a major hook...minority or disabled or athlete or has an amazing skill or something.
Michigan State? No way. 23 is on their low end.
"Big State Schools". That's not accurate either as MSU is a "big state school" as is Ohio State and a whole bunch of other state schools that wouldn't take someone with an 18 on the ACT.
People with an 18 on the ACT need to be looking at very mediocre colleges.
Here in Ohio, Even Kent State and Shawnee State look for a 20 on the ACT...doesn't mean you can't get in there with an 18, but they don't have to try hard to deny you.
SUU is one of the best schools in the world for running and you can get in there with a 16 ACT I believe?

Why? Why is the focus on d1 and not the other divisions?
You could try not being an idiot. I got a 36 my first time taking it and I ran a 14:02 5k, but I gave up running so I could post on internet forums. Could have easily broken the world record.
You can be eligible in the NCAA DI with a cumulative ACT total of 37 (9.25 avg).

So there must be a lot of places that consider 15-19 scores honor students.
Arizona State. Some of the dumbest people I've met in my life went there. Their acceptance standards must be quite low. But they do have a decent track team, so you'd have to be pretty good.
You can get into practically any public school at any major conference with those kind of scores....
....if you are good enough. And by "good enough" we're talking, say, sub-1:52 in the 800m
As long as you meet the eligibility minimum for the SAT/ACT (a sliding scale dependent on your GPA) then you'll get in.
There are a few exceptions, but not many.
If your ACT composite is 15-19, odds are pretty good that you meet the NCAA minimum.
Or you scrap the test altogether - here's a list of test-optional colleges. Maybe some of them are D1, I don't know:

FYI both Kent State and Shawnee are test optional, apparently. I know Kent is D1 - I don't know about Shawnee.

Yeah, but you still have to have decent grades or show something that shows you can actually get through college. Supply an SAT and they both look for about a 20. Just because they are test optional doesn't mean you can be stupid and get admitted,
Three publics in the PAC-12 will take any loser.

You can consider retaking the ACT or SAT to improve your score. If you didn't do well the first time, then you have to study more efficiently the next time around. It's easier and faster to study online for the ACT/SAT, particularly with resources like Test Prep Toolkit. It's cheaper too because there are ACT/SAT study guides in the Internet that are free. Getting a high score presents you with better options when it comes to entering college.
UTEP's 25th %ile ACT score is a 17, and their average is a 20. They accept nearly everyone who applies, so the real question is whether you meet the D1 Clearinghouse requirements.
