They go after records like the DMR, 2 mile, etc..
Notice they never try the true records - 7:24, 7:20, 12:37, 22:17, 2:02.xx. Those are too hard. Get the low hanging fruit!
Weather conditions are less predictable, for one thing.
You target a race for record attempt weeks in advance, and then heat, wind or pollen could spoil your plan.
Their focus all year long is winning outdoors. Since Salazar believes it is possible and beneficial to also peek for indoors, they target records that appear to be within his athlete's range during indoors to provide an incentive and make things interesting.
As most athletes are peeking solely for outdoors, running simply to win during indoors would not necessarily test his athlete's fitness or provide the speed base he is looking for to support their goals for winning outdoors.
Yes, all the outdoor distance records are so difficult to break EVERYONE has essentially given up trying. Very few record attempts any more. I doubt Kiprop will make another 1500 attempt this year. Rudisha will find it hard to break his own record.

According to common sense. All of the significant cash incentives are outdoors (ie the Diamond League) and the two meets that really matter (WC and OG) are outdoors as well. Winning means much, much more outdoors than it does indoors. If you are actually follow the sport, this should be very obvious.

Common sense tells you the world is flat.
Only one person in NOP is even close to being able to chase WRs - Mo. Most records are pretty far out of reach and no one in the world has gone for those records in many years.
Galen chased the AR in the 10000 3 times. He got it each time but lost one race to Solinsky.
I am not sure Centro should even try to get a record other than the indoor 1000. He needs to get to 3:31:00 and 3:50 first.

I bet that Nike has sizeable bonuses for World, Area, National records.
All of which are very strong marks, though
They have to be tested for records to be ratified, thus saying testing is ridiculous
