What do you mean by "best"? If you mean "highest," then indeed Vladimir Yashchenko (see links above) would qualify. If you mean "greatest"--the most dominant amongst the available competition--then the man you should choose is this one, Valeriy Brumel:

Yashchenko unfortunately had a very short career due to knee problems. There was also Rolf Beilschmidt who was a very good high jumper with a personal best of 2.31 and in one year (1979 or 1980) jumped 2.30 like a half dozen times.
Yashchenko died at age 40 from cirrhosis. Sad.
