If its available, it will be at the store on usatf.org. It might show up there eventually, but they have some other cool stuff. You'd have to support USATF though.
Just checked the site. They only have a few items from the 2008 collection, some actual uniform and some replica items.
Because they use those jerseys throughout the Olympiad and don't release replicas to the public until they are retired. They will have the same kit for Worlds this summer and get a new one for the 2016 Olympics.
Otherwise known as marketing incompetence.
