it depends on how much running and what type of intensity you've been doing. But I would still say YES
It happens. But only for a small percentage.
In high school I was running less than 20 miles a week and had a 5k pr of 19:00 when I ran 1:58. In the fall I ran 16:55 for 3 miles and am doing almost 40 miles a week now.
How fast can you run a 400? That answer will tell just about the whole story.
Ditto on your leg speed, if you run 50 flat in 400 it's possible. Ken Swenson was a 1;55 high school half miler and four years later he ran 1:44 and was the AR holder! Always believe you never know!
In the open 400 I have ran 50.2 but I have split a 48.5 in a 4x400.

I broke 1:50 in college and had hs pr's of 1:58 and 50.40
i broke 1.50
2.02 in high school
I'm a RS sophomore right now and we have two guys on our team that have sub 1:50 PRs. One guy ran 1:57 once in high school but usually floated around 1:59 while the other guy hadn't even broken 2:00. If you put the work in you can definitely do it. It's never easy and it won't happen in a single season but it's more than doable.

That is legit speed. No substitute for that gift. You need to race more miles/1500s and work on strength. HS PR is not what determines how fast you can go. If you can tap into that 1/4 speed and become strong enough to harness it, why not?
