Dubai is a pretty interesting place. It is economically a combination of Houston (oil), Geneva (finance/banking), Rotterdam (major port city), and Shanghai (trade and real estate). It is actually one of the most progressive spots in the Middle East. You can drink alcohol at bars in hotels. The government lets people practice whatever religion they want as long as they do not preach in public areas. Women can drive and go to college. There is a genuine effort to make Dubai into the New York of the Middle East. Western music, entertainment and sports are generally welcome.
Of course, Dubai's progressivism is relative. It is an absolute monarchy. Sharia law is practiced. Women go to jail for reporting rape and must have a guardian. The ruling elites are very racist and see South Asians and Africans as an inferior species. Thus, the mistreatment of foreign workers is not just an issue of economics. There is also tremendous hypocrisy in Dubai, with men drinking and screwing prostitutes on the weekends and then coming home and beating their wives (with impunity) for talking back or being friendly to another man.
But Dubai is not under the control of hardline religious sects like the Wahabi in Saudi Arabia. Dubai has no problem supporting western intervention in the Middle East. And Dubai sets a precedent in the Middle East that shows that embracing the West leads to greater prosperity. Dubai's oil only accounts for less than 10% of its economy. The rest of the economy is there because Dubai has been very open to the West. People in places like Tehran and Damascus look to Dubai and wonder whether they would be better off if they were more open to the West. So, on the balance, we would be better off with more places like Dubai in the Middle East. That is not really as much a matter of Dubai being that great as it is the rest of the Middle East being that bad.

Dubai is only one of the emirates and not the one with all the oil. It got bailed out by Abu Dhabi (which does have significant oil) after the financial crises.
