That is a load of bull, folks. It's anaerobic so it taxes the anaerobic system. That's it. In no way does that workout give you an idea on the athlete's muscular strength.
Muscular strength is the ability for a muscle (or muscle groups) to exert a maximal effort for a single effort. (think 1RM).
While I agree that you can do that workout and all those elite 1500m runners can do 10x400 @ 55s, your terminology is BS.
