With all the things that can get in the way, I would say that less than 10% of the guys that could break 13 have done it. The list google pulled up had 321 performances and maybe 150 individuals that have broken 13.
That means at least 1500 could have broken 13 if they were lucky. There are something like 3.61 billion men on the planet. About 15% or 541 million are in the age range to run fast.
That means something like 3 guys in a million age 20-30 have the potential to break 13.
Everyone has the talent to run sub 13.
If you haven't done it, it just means that you are mentally weak.

but seriously...its very likely that thousands of people alive today have the genetic makeup making it possible to run sub-13.

Try less than 1%... and that's just in countries where running is a thing
Most of the sub-13 runners come from the same generation, so you can't just divide it by the global population. It would be more like one in a few thousand.
Yes, most of the sub 13 runners come from the same generation so the current population isn't a bad guess but maybe the population 10 years ago would be better.
I didn't just divide it by the global population. I picked the 15% that were the right age.
I said 1 in 333,333. I have no problem with your guess of less than 1% so that would be 1 in 33,333.
I don't know where the other factor of 10 would come from.
