Ryun was one of those "talent" kids who starts running records right off the bat, plus doping was legal in his day so you never know.
Steve Scott only ran 4:16 in high school, but ended up 4 seconds faster than Ryun. And at the very least he couldn't pop speed or opiates before racing like it was in the old days. So he had to work for it more than Ryun. He earned it. Faster + worked harder = greater.
Webb maybe could contend for the title but not Ryun.

How many NCAA titles?
How many Olympic Trials wins?
How many wins on the indoor circuit?
How many wins on the outdoor circuit?
How many really fast races (sub-3:35)?
How many really fast miles (sub-3:51)?
Webb has some good PRs, but compare them to Steve Scott and Jim Spivey (who ran 25 yrs earlier) and look at how many races they ran per year and how many years they did that.
If you think Webb is the best ever, you have a very narrow definition of what that means.
Ryun has to be considered the best American Miler, even if his career was not as long. He had the best HS career, and the best he had a more storied NCAA career than the other contenders, and that coincided with most of his success as a "pro".
Scott ran the 880y as a HSer and that is why he had a weak mile time (not that that should even figure in). He also ran track only as a junior and senior, played baseball before. Not that it matters.
Scott had the AR for the Mile and 3000m. His Mile was the second fastest of all-time. His 3000m was very close to the WR with only Rono going under 7:35 at the time. Foster was second all-time (7:35) and Rono first (7:32.1).
Webb was able to run in the era where EVERY race was set up to run fast, and still could not get it done 95% of the time. If he met Scott and Ryun in their prime, Ryun was ready to run about 80% of the time and Scott was ready to run 95% of the time. He only ran one dud in 20.
Webb only ran an outstanding race about 20% of the time.
In addition to these TWO obvious choices, Spivey and Liquori and even Maree should probably be placed above Webb. There are probably others, depending on what criteria you use.
If you are judging them ONLY on their Miling, then it becomes cloudy because Webb has fantastic range but only a few good races at 800, 3k, 5k, 10k. So those would not count.
Spivey and Maree and Liquori have a great resume at 3k, 5k and XC, and those would not either.

N-O I will not quit pointing out the well-documented massive unrestricted doping in the 50's and 60's, nor that it makes every top performance of that era suspect, for which no proof is needed. This forum is loaded with morons who think doping somehow started after it was banned. Somehow more people must be doing it now than when there were no controls. And they even think the new drugs invented to get around testing are somehow better than the old drugs that didn't need to.
Whether an athlete dopes is not fundamentally a legal issue, it's a marketing issue. Not a court of law, no "innocent until proven guilty," just "will the fan want this product or not." The onus is on the seller to prove that the product is what the buyer wants - a clean sport. If you don't make them prove it, you're a sucker. Don't get pissy just because I'm a smarter customer than you.
