cut the rest to 60 seconds
Jog 400m at 1/2 speed between reps.
Cut them down to 4 reps before the fastest competitions.

I would say 10x400 w/90s rest should be a workout you can do faster than current mile pace. When I was a miler running in the 4:20 range, I could do this workout in 63s or so.
I am now a decathlete and can only run about 4:45 in the mile now, yet I did this exact workout 2 weeks ago in an average of 67.
