This would be dependent on individual runners and their abilities to run hills (up and down). Could you design a track for yourself that would result in a better time for 400m on up?
For example, I'd like a track that gradually climbs for 300m, then has a more significant drop the final 100 for the 400m dash. Maybe I climb 10-20ft over 300m, and drop those 10-20ft in the final 100. I'm not sure I'd like anything other than flat for something as long as the 10,000.
