You are asking if Shrader can beat Cheserek on the track in collegiate competition, and trying to use the fact that he's the record-holder of a distance that isn't run in any collegiate competition (and wasn't run on a track) as support.
That being said, not all records are created equal. People very frequently run the 5000m, 10000m, half-marathon, and marathon on the roads. The 12K really isn't that popular of a distance, and there really aren't many high-profile 12K races compared to events like Carlsbad, the WMM events, etc.
