Are you kidding? There are 69 Russians on suspension right now! Only a fraction, I know, but they have been getting busted for years. The Kenyans are the new guys on the block of getting exposed as widespread cheats, and still don't have real OOC testing, with full access to drugs on the street.

It seems just like yesterday that one of the Brojo's who had visited Kenya was waxing how the Kenyans were all clean etc. And slamming the skeptics re: Kenya.
I didn't have an opinion until years later when it was publicized that neither Kenya or Ethiopia had out of comp testing.
Their athletes had won enough money to fund testing.
And now we are hopefully about to see the IAAF come crashing down due to corruption.
For anyone who has ever been on the meet HQ 5 star hotels at a major IAAF event...like the WC's... Talk about the 1% -ters, the good old boy and good old girl network of those that have wormed their way into the inner circle to make the big bucks while the athletes, let's face it, still get paltry winnings compared to revenue derived from the meets / WC's.

There is out of competition testing in Kenya. It's not done by the Kenyan Federation, but it's a matter of record that they are tested. There are 69 Russians on suspension because most Russians dope. Historically, they had a state sponsored doping program. When the Soviet system crumbled, the various coaches, doctors, pharmacists continued ply their trades through the new system. Check the ARD documentary. Established athletes and those with potential to be top athletes had their test results swept under the carpet.
