Where would computer technology be today if the industry were regulated the same as pharmaceuticals?

What if, every time a computer company wanted to release a new device, operating system, or software update, it had to go through 10-15 years of government testing at an expense of $1B? Would we even have advanced to the point of AOL and Compuserve yet? Does it bother anyone that today's medical technology is the equivalent of some early 90s IBM compared to what it would be if we had a free, unregulated market for drugs, tissues, and medical devices?

^This. OP is comparing apples and oranges. Pharmaceuticals / medical devices / healthcare in general is one area where very stringent regulations make sense due to the stakes, which are life and death.
