Great wind resistance, not too thick but warm enough with a pair of tight shorts on underneath for just about any weather, great breathability.
I live in Canada and Sugoi is the company I tent to trust most for quality items related to cold weather running. Their heavier-grade winter tights are excellent, as with all their thermal gear. I don't wear running pants (I stick with various tights/thermal long underwear combos) but I trust their winter running clothing options enough to recommend whatever they offer in that department.

Swix XC ski pants. Windbreaker on front, breathable on back, pliant with a bit of insulation. Good as is down to about 20 F. Wear tights or polypro underneath and you can go down to well below zero.

Yes! This is absolutely the way to go in truly cold weather.
The Champion pants are way too baggy in my opinion. Fine for a warmup jog, but I wouldn't want to run any considerable distance in them.
Sporthills are classic and pretty affordable. They're almost a hybrid between a pant and a tight. I know a lot of experienced runners who got their first pair and didn't realize what they'd been missing. They're half cotton, but don't let that dissuade you, as moisture management matters a lot less when you're hardly sweating (and when it's not so frigid that any moisture is dangerous).
The Tracksmith pants look like a nicer version of Sporthills (slim with a stirrup). I've got a pair on the way, so we'll see.

good temperature range. tapered leg makes it a perfect modest alternative to the tight, so you don't need to wear shorts over them :)

Those are nice, and a great price. If you sign up for their "Deal Flyer" emails, you can get them for about $25/pair, which is awesome. However, for wind and below 20, they aren't very good. I still think the Sporthill XC pant is the way to go. Sturdy, tapered, zip ankles, basically windproof. For cold weather, you can't beat that.
If price is the issue, you'll be hard pressed to find a better solution for cold at a better price. Trust me, i've been looking. For what the sport hill pant does, you'd need to combine tights/baselayer with another outlayer and it would be bulky and near as expensive.
Another vote for Sporthills. I have 2 pair, the original model that is a lightweight material and the heavier XC pant.
I use the original for temps between 45 and 30, depending on the wind. For temps below 30 I use the XCs.
I usually just have running shorts under either of them, but on super cold days I use a polypro brief instead.

Many of you guys are saying that they are great for 30-40° or they work down to 20°. What kind of temperatures do you guys experience? I was looking for a pair of winter running pants, but usually go with shorts until it is under 30° and just where a pair or lightweight slackers down to 20° or maybe a little colder. I was looking for something to wear when it actually gets cold, like 10° or colder. Actually more like 5° and colder. Wind resistant but breathable. In the past, I have worn slackers with tights underneath when it get single digits, but I really don't like wearing tights.
I regularly run in -20-30C weather. The best I have discovered is the xc ski tight from craft. I can wear these with long underwear down to minus 30. After that I just put a wind shell over that, that's good for another 10 degrees. Colder than -40C I eat chips and watch a movie.

Anything under 15 degrees F, I'd go with the SportHill XC Pants. Ran with them on recently, at -12 F, wore a sporthill northwind boxer brief underneath, perfectly comfortable.
