Couple of things:
I've used both the Wire 1 and 2 pretty extensively, and liked both. Even after I retired my Wire 2's, I still use the 1's based on how comfy the upper is. They're a bit less aggressive than the Victory 2's, I would compare them to being in between OG Vic's and Mamba's. I would size them normally rather than half size up, as someone suggested. Brooks trainers run small, but their spikes do not.
The ELMN8 is nothing like the Matumbo, and doesn't really have a Nike equivalent. You're thinking of the Wire 3, which was redesigned with a 4-pin configuration and is very light and great for the mile and longer. If the 800 is a priority, you should probably avoid the Wire 3. The ELMN8 is aimed at 400-Mile I believe (I haven't tried them), and that long piece of plastic that spans the length of the shoe I believe takes the role of a larger, stiffer midfoot shank,
It is very hard to say how long the Victory Elites will last for you, as they do have a tendency to fit the foot very well if sized correctly, but then small deviations in your foot shape and gait are prone to tear through the upper. They can last seasons, or they can last races. If they do tear very early, Nike can be helpful will replacements if you're nice about it.
As another option, I'm currently a big fan of the New Balance MD800. I would peg it as more of a 400/800 spike than the 800-3K that it's marketed as. It's $20 with the truck30 promo code on firsttothefinish.com, so why not give them a try at least. They're a tad aggressive for my taste in the Mile, for that I use my Wire 1's or Mambas. I barely race the deux, if I do, I wear Wires, Mambas, or maybe flats (Streak LT 2) based on the pace/goal.
