I don't know what it is but like most programs we shifted warm ups to dynamic drills, etc. Since the shift the last 3-4 years we have had an injury epidemic, specifically IT bands. We roll out and ice when on campus 1-2 times per week.
Any suggestions?
"epidemic"? how many per year? Probably just a few. IT band syndrome is one of the most common running injuries. It might just be a coincidence. You should be doing hip abductor / external rotator strength though. That should help keep ITBS at bay.

I suspect it is not only a direct correlation (if at all) but an extremely important indirect function. Stretching and stretching type activities help athletes get in touch with their bodies. You (impersonal) start the process and start tuning in and exploring. It's almost like meditation, w/o which people can get caught in the routine of doing things "by the numbers." Funny I should read this, these days and this evening I've been trying to get back to doing more stretching like that (meditational, listening to my body, exploring). Often times we (impersonal) forget the things that made us successful and brought us to success. Just my two cents

Maybe an "epidemic" might be exaggerated but it is very noticeable. We do a lot of running on trails, never any road runs to try and save the shins. Maybe the hills to blame?

when I stopped traditional stretching all my tendonitis problems went away and instead of having muscles that would be sore for days, it would be for just 24 hours or so after hard running. A LITTLE dynamic stretching is good, but pulling your muscles is just stupid.
How about dynamic work for warmup and the more static-y stuff for cooldown?
traditional static stretching has always worked for me. stretched a lot before run, started runs slowly and ended with a lot of stretching. tried anything else and i had problems. but i dont dismiss dynamic stretching... but i fail to see how it is any different than just light jogging and some drills.
OP said dynamic DRILLS. Those are like doing an extra hard workout.
Your best bet would be to just start every run slow and work into it. Forget all that stretching and drills mumbo jumbo.
I do suggest a monthly massage working on any muscles that are tight or knotted up.
