I really want to know what to know exactly what people are implying when they say this. Seems to be a part of the liberal / millennial vernacular I am not up to date on. Why is it capitalized as a proper noun? Is there a certain threshold above which an industry becomes "Big"?

One thing about all of these "Big" designations is only a few people know what they actually are.
Like for "Big Law," I would bet less than 1 out of 100 people know what that even is. Most people, including millenials, are stupid enough to believe that lawyers make a ton of money, when in reality only "Big Law" can pay out such a sum.
And even then, Big Law has a high turnover rate so you can see your $160k+ $80k bonus disappear before you know it.
So does Big X refer to the entire industry X? Or just the part of that industry made up of larger companies? Or just the publicly owned corporations?
Probably something boomers decided to say over and over on TV.
This use of the word "big" makes the industry seem threatening and impersonal. Oil = people working jobs to create a product that we all rely upon. "Big Oil" = greedy, faceless corporation that--like some amoebic blob in an old horror film--has no purpose other than to grow bigger and bigger.

Also, try consulting a free (Wikipedia) or commercial encyclopedia. You can also try sending a reader submitted letter to various news outlets, like your local paper, or a national. You can also use the aforementioned encyclopedias to catch up on Business education you appear to be lacking. From there, you can proceed to more advanced sources of information about these industries, like government publications and official business entity rankings, like the Fortune 500! by various parameters. Encyclopedias are a great source for gaining a foundational understanding of current affairs, politics and society, as well. Good luck!
Big Law just means large law firms. The biggest 100 or 250 or so, depending on whom you ask. Cravath, Swain, and Moore; Jones Day; Wachtell, Lipton, Rosen, and Katz; Sullivan and Cromwell are all examples. "White shoe law firm" refers to firms that make up "Big Law".
