The OP who posted this to r/running mentioned they happened to go in a nearby parkrun while at an athletics conference in South Africa.
Granted, it is the internet and you can't believe everything written on it, there is always the "fake name" possibility that could have happened and South Africans would not be able to tell the difference.

Did you not read the post above? There are pics of them running the race. They are in town for a conference of some sort.

My mistake, didn't bother clicking the instagram link as I first came across this headline in r/running. must have been nice for the recreational runners to be able to run alongside some world class athletes.
Kipsang said numerous days before the park run that he was going to do it. Probably involved some money. Would have loved to have raced them (well have them run with me while I raced). Why didn't any faster runners take advantage of this crazy good opportunity??

This guys were just jogging with the park runners to give them some motivation. You remember a few years back when Geb and Paul Tergat participated in such a race(5K) where I think Geb won with a 16:xx. It is great for the locals and the sport where the locals can pose and take pictures with the world record holders. It motivates locals to take up the sport, seeing that these guys are just human after all.

I can assure you it was the real Kipsang and Kimetto - some South Africans might be able to explain a few differences to you.
They were in SA for a conference held in Durban, and then visited Cape Town as part of adidas' sponsorship activation while out here.
THe run was a park run - another sponsor event (adidas is the local sponsor of the Park Runs), so they ran with the masses, hence the slow time (which is actually pretty obvious).

This proves that a bit of downtime does affect even Kenyans and thus it's their hard work not genes which makes them great.
Another couple of weeks on the couch and they could be struggling to do sub 20 at this rate. Amazing to see
