expect is the wrong word.
I agree that someone who runs a 32:40 has shown that they should be capable of sub 16 in the 5k on the right day.
I would think 32:40 would be more equivalent to 15:3x than 16:00.
So yes, unless that 32:40 was just a one-time stellar performance for you you should be able to go under 16.

Ok, I ran 32:35 for 10k today on the roads. Do you think I could potentially run sub 15:40?
A "general" rule is to take your 5k time, double it, and add 10 seconds to get your 10k time.
15:40 5k doubled + 1:10 = 32:30.
Take it for what it's worth, but it usually works out.

If you have run a 32:40 10k, you should have no excuse to not go sub 16 when ready again. That is only 4s/km difference.
I've broken 16 for 5k despite never breaking 33 for 10k, which isn't that hard to grasp as it is only a 6s/km difference.

I could go sub 16, but not sub 33.
If you can run 32:40 for 10k you can definitely run sub 15 5k.
On the roads for me It was as follows:
15:50 5k, 33:20 10k
Now it is more like 15:30-32:30.
In general, I would say definitely but everybody's different. Another data point...I was 15:37 and 32:58.
I know very few people who are that endurance based where 32:40 would not translate to sub 16.
Another data point, I was 32:40 (track) on the nose, and 15:27 (track) two days later.

A road 5k is about 15 seconds slower than a track 5000, even if the road 5k is a fast course.
