I do. I do a lot of run commutes to and from work. I used to leave the cell at home but my wife prefers I bring it so I just started doing so. I put it in a sandwich bag to protect from the elements. I either carry it or put it in a pocket/gloves when I wear tights.
It helps that I've never upgraded to a smartphone. I still have a flip phone which keeps it light and manageable.

Wrap in a plastic bag to protect from sweat and/or rain...carry in hand.
A fanny pack is better than an arm band, but I only resort to that in the winter when I can hide it under an extra layer.
I'm curious if any of you use the running belt or whatever it's called

I typically do that... but without the plastic bag.
yes when I am visiting unknown places I run with my phone so I can look at the map if I get lost. I have used an arm band at times and also the stretchy running belt thing. but never a full on fanny pack.
Get the Nike shorts that have the zip pocket across the back. I can squeeze my galaxy in there. Perfect in cool weather. Not so great in summer or if you normally sweat excessively.
I like the hand held version of this.
I run a lot while I am traveling and like to have my phone on me so I don't get lost, etc. This is what I use with my phone in a waterproof case:

I just slide it around to the small of my back and I barely can tell it's there.

What do you mean? Of course. Just throw it in with your map, compass, sunglasses, sunscreen, food, water, rain jacket, flashlight, first aid kit, lighter, knife and extra shoe laces. I like to do an out and back 5 mile run, and so obviously at some point I'm 2.5 miles from home. I know, this is far should something go wrong. I used to just run loops around my kitchen table but the downstairs neighbor was getting quite agitated. A lot of people don't respect us real runners.
Actually use one of these, but it's a micro version that only fits a smartphone and a key. It sinches up tight on the waist and fits in the small of my back underneath my shirt. I don't even know it's there.
