Yes. They do random testing. I was selected once. I don't think they test for things like EPO though.
Yes they do. Random testing and after big meets like conference and NCAAs. Not very well though, all the best sprinters get away with it.

Yeah. I was never selected by the NCAA to be drug tested. The University I went to however did a lot of in-house drug testing. The understanding I was given was that the University wanted to catch student athletes testing positive before the NCAA. The school's punishment for failing a test was a lot less severe than failing an NCAA drug test, and not too mention less bad publicity involved because results were never released.
I had one teammate fail for smoke pot and they put him on a probationary period, as well as had him attend 'intervention/education' type classes.
The university drug test was like a two strikes your out, three if you were really important, and the NCAA is one strike system.

That makes an awful lot of sense. D1 schools with a sports revenue stream have to be proactive.
