I'm doing Hilton Head full in February. Flat and warm...yes.
Wrightsville Beach - flat and warm
Tobacco Rd. (Cary , NC) Flat and warm and forgiving runninf surface.
how about Houston?
Houston is your best bet.
Other options are RNR AZ, Shamrock, New Orleans, Miami, and uh anything else in florida or California probably - check last years results.

Charleston, South Carolina has a very flat half marathon, and Charlestown is a beautiful city. The year I ran it it was suprisingly cold though, but would usually be about 50 at the start.
