I thought XC times were always rounded up to full second? The "record time" could have been even faster and also been rounded up.

This. We have to go back and see if the previous 14:24s were also actually 14:23.x. If so, then it's okay. If it's still faster to the tenths and hundredths, then I don't know. Too bad, I guess.
The implied factor in this is that course measurement in XC is not as exact as track, so tenths are dispensed with.
BTW Is the record co-held by Moussa and Mercado?

What did German F run there?
He ran 5k.
So they all ran 14:23.x, as long and they didn't run 14:24.x and were just given 14:24 still. Still, the path is the same so they can use as much of it as they want, just like on a track. The only minute inaccuracies would be the exactness of the start/finish lines, likely from the width of the chalked/painted lines. Either, way it's XC so whatever. Just judge them by the same standards and all will be happy. Maybe keep the .xx places for future harmless comparing, I guess.

German never ran at Mt. Sac
Meet director is stating Tamagno officially has the record. In the past they rounded times down and only this year started rounded up at Mt. SAC.
Call it 14:23 or 14:24, but it's a record either way.
