My daughter runs for her high school. Last year, her freshmen year, she was the fastest of three freshmen who eventually made the varsity team. She runs with or faster than the other two freshmen in all practices, and off-season races. However, once they started running varsity, she comes in behind them.
This year, the three freshmen were 1-2-3 for their XC team. She still runs with them in practice, she ran 2 off-season 5k's faster than them, but now, in races, she's running 5th or 6th place.
Her coaches are annoyed, rightfully so - she trains so well, and races so poorly, and they need her to be a point-scorer. But so far, none of us have been able to figure out what the roadblock is, or how to get her to race faster.
The same issues appeared in her track season last winter, as well - she ran her first 1600 race at 5:25, and then ran slower at every other event (5:27 was the closest she came after that). Yet her training indicates she should be running much faster.
Example, last week she ran 12x400 at 75-78sec. The week before, 5x800 2:45-2:50.
Her 3mi XC PR was set last year, towards the end of the season, on a flat-ish course, 18:55. She's been running 19-19:30 this season (hilly courses so far).
