Mr. Potato Head is incapable of altering the bend of his knees. Seriously, I thought you would know this.
What does his diet look like? I would suggest he increases his daily banana intake. Also has he looked into metal knee replacements?

I had a girl on my team years ago who did this. Lots of drills- going over mini hurdles, butt kicks high knee marching helped.
