Looking back at the latest amendments, most of them haven't had much of an impact on the country.

The latest amendment was the 27th in 1992 - it just said that congress could not receive a raise they voted for until the next election cycle.
In 1971 they lowered the voting age to 18 because they were drafting 18 year old for the war. I don't know if that had a big impact on things.
25 is about the org chart for Pres and VP succession - not much of an impact.
24 (1964) prohibits a poll tax. Meaningful but didn't effect every day life.
23 gave DC 3 electoral votes, hardly impacting any elections.
22 FDR rule - only two terms for a president. I'd like to see that for Congress. Would we still have Bill Clinton in the White House without this amendment?
21 (1933) repeals # 18
20 (1932) sets the start date for Pres and Congress terms - Big whoop.
19 (1920) Women can vote - Pretty major amendment. Doesn't change every day life but changes politics
18 (1917) No booze. was repealed. Big impact on society while it was in effect.
17 (1912) Senators are elected by popular vote.
16 (1909) The Congress shall have power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several States, and without regard to any census or enumeration.
This really changed things.
