When is WADA going to suspend the entire country?

Positive tests from Russian athletes in the last few years have come almost exclusively from tests conducted by RUSADA (aside from backdated major championship ones). I'm not trying to say "Hey if your country's doping agency was as good as Russia's you'd have this many positives too", I'm just saying it's the reason for more Russian positives nowadays compared to pre-2008.
Point is, what kind of message would it send if Russia was banned? "Don't improve your doping control or you'll catch too many of your own athletes and then we'll ban you." To me it makes more sense to ban countries who are showing unwillingness to catch their own dopers (I'm sure you can all think of a few examples).

Obviously it is a good sign if most of the athletes are being caught by RUSADA, which was certainly not the case a few years ago. Perpahs banning a country is unreasonable, but the number of Russian positives in a number of sports is so high that something has to be done. And in terms of counries that are not catching their own athletes, I can only think of Jamaica and Kenya, becasue over 90% of U.S. positives were caught by USADA.
