I'm guessing mid 15s at the least. 4:30 is slow as hell for a D1 school runner, even for freshmen.
More like 4:12/9:10/15:15
Those times would be real good for a distance oriented Div 2 team, and would likely get you some money
Not going to get you any money at a Division 1, although some mid-low tier teams would be happy to let you walk-on
Think 4:22/9:25/sub 15:45 by senior year, and you'll get some offers

Depends on what you want to do. I had an athlete who ran 10:14 last year get a full scholarship, and this year another who ran 10:00 was offered one as well. Neither are at major D1 schools, but both have opportunities to run and get college paid for. If you are looking at major D1, you need to run much faster.

Those times are closer to what it takes to get the coach to talk with you. We had a Senior last year that was accepted to a school that sends a few kinds to NCAA XC D1 Nationals but doesn't make it as a team. He was going to that school for academic reasons but was hoping to continue running. He had run around 4.31 for 1600m as a junior.
Middle of the senior track season he was down to 4.28 for a true mile. Coach was still telling him that he was going to be training with the club team. At his District meet he went 4.19 which changed his situation. Coach switched his status so he was going to live in the athlete's dorm and was now allowed to join the team. Not even a hint of scholarship money but he's on the team with a better chance to develop.
What about girls 800m and 1500m?
