Looking to vastly increase mileage next year and was wondering how long I should build my aerobic base. Also was wondering how long each training block should be and how they're organized?

What event are you speaking of?
If the mile/1500m, increasing your mileage isn't the answer. "Base" training is a terribly flawed concept, and all the periodization schemes people will give you are arbitrary. Anything you could dream up yourself would have as much credibility as any answer you will receive here.
I've always been told that in order to get better, mileage increase is necessary. The mile is my main focus, but I would also like to improve in the 5k. I'm not looking to run 100mpw. 50-60 seems to be more realistic.
